CAPTION: A view of Makati City. In the background is the central business district of Metro Manila and in the foreground, to the right, is a lower-income, flood-prone community living close to the river. Currently, when it floods, many of those settled here are reluctant to evacuate, preferring to remain in their homes to protect their belongings from opportunistic thieves. The most vulnerable people in these communities are informal settlers, the elderly and young children. Makati City Government has relocated many of those living in flood-prone communities, replacing such settlements with linear parks alongside the river to increase soil absorption. LOCATION: Disaster Risk Reduction and Management Office, Makati, Philippines. INDIVIDUAL(S) PHOTOGRAPHED: N/A.
