CAPTION: Hilda's neighbours’ daughter, Angel, plays in the street next to her home. Like Hilda, her neighbours are also informal settlers living in an area that’s extremely vulnerable to flooding. During Typhoon Ondoy in 2009, the river level rose to such a degree that their homes were inundated by over two metres of water.
